James L. Mitchell was born January 1, 1930, in Waco, Texas, to James and Ora Lee Mitchell.
He received his B.A. at Tarleton State College in Stephenville and a M.A. from the Incarnate Word in San Antonio. He was a Bacteriologist in the Epidemiological Division at Brooks AFB. He is also a veteran of the Air Force.
